17. The salari es, allowances, leave and other terms of engagement of the Chairman, Secretary and all other officers or servants of the Trust, whether permanent or temporary, shall be subject to the approval of the Governor.

18. (1) The Trust may from time to time issue General Orders in regard to the officers or servants of the Trust and in particular, but without prejudice to the generality of the foregoing, the trustees may from time to time issue General Orders in regard to such officers or ser vants
